I think these are called aphids. (well, I'm no expert on insect names so please correct me if I'm wrong).From far, they look a little bit like ants but clearly when you go closer, you will see that they're not. Saw an army of them on our "sui mei" plant the other day laying eggs on the seedling.. apparently they're quite a pest so I guess I'd have to take my can of Ridsect outside later and give them a little "perfume spray".
